Notice for public comment and public hearing regarding IDEA State Application Part B


The Iowa Department of Education is preparing to submit its State Eligibility document for Part B of the Individuals with Disabilities Education Act (IDEA), as amended, to the U.S. Department of Education, Office of Special Education Programs.

This plan reflects the cooperative efforts of the Department of Education and other agencies to provide a full educational program and related services to all children and youth with disabilities requiring such programs and/or services. The document below contains the information required by the U. S. Department of Education for Iowa to continue to receive funding under the provisions of the IDEA, Part B. The document contains a submission statement, assurances, and a description of use of funds for educational services available for children and youth with disabilities in the State of Iowa. This document will be submitted to the U.S. Department of Education prior to May 12, 2014.

The document and comment form are included below. Input may be provided at the hearings to be held at the times and locations indicated below, through the comment form below, through email to or submitted in writing via the US Postal Service. Each person submitting comments must identify themselves with their name, title and address. Identify the specific section of the document they are commenting on, their comment on the section and any recommendation(s).

Comments must be received by 4 P.M. CDT, Tuesday, April 15, 2014 in order to be taken into consideration prior to submission of the document to the U.S. Department of Education.

Public Hearing Notification

The Iowa Department of Education will conduct a public hearing relating to the Individuals with Disabilities Education Act (IDEA), Part B State Eligibility document for the delivery of special education and related services in Iowa.

Those who require a sign language interpreter or other special assistance are asked to contact the official named above by Wednesday, March 5, 2014 4 P.M. CDT, so that accommodations can be arranged to ensure receipt of input and comments.

In order to ensure that all interested parties will have an opportunity to make comments at the aforementioned hearings, the Department of Education recommends the following procedures:

  1. In presenting both oral and written statements, each commenter should (1) indicate his or her name, title and address; (2) identify each specific part of the plan on which comments are being made; (3) describe the concern with respect to the part; and (4) stipulate the recommended action to be taken.
  2. Each person planning to make an oral presentation should (1) prepare a written statement of his or her comments in advance of the hearing; (2) make the presentation as concise as possible; and (3) submit a copy of the prepared statement to the Department personnel present at the hearing.
