Notice for public comment regarding IDEA State Application Part C
The Iowa Department of Education is now taking comments from the public as it prepares to submit the State Eligibility/Application document for Part C of the Individuals with Disabilities Education Act (IDEA) and policies, as revised, to the U.S. Department of Education Office of Special Education Programs.
The plan reflects the cooperative efforts of the Department of Education and other agencies to provide a full program of services to all infants and toddlers with disabilities age birth through two and their families. This document contains information required by the U.S. Department of Education for Iowa to continue to receive funding under the provisions of IDEA-Part C. The document contains a submission statement of assurances and a description for use of funds for Part C (Early ACCESS) services available for infants and toddlers with disabilities age birth through two and their families in the state of Iowa. The policies are revised to meet requirements of the IDEA Part C Regulations and align with the Part C Eligibility/Application requirement. This document will be submitted to the U.S. Department of Education prior to April 21, 2016.

Comments must be received by 4PM CDT April 14, 2016 in order to be taken into consideration prior to submission of the document to the U.S. Department of Education.
