Why are 100% fruit and vegetable juices which are carbonated now allowed?

Answer: 

Beverages clearly labeled as 100% juice (all natural with no added sweeteners, no preservatives, and no artificial colors or flavors) contribute to the nutritional value of the overall diet; added carbonation has no nutritional implications on the product. Therefore, as of October 22, 2010, the Iowa Department of Education has made an exemption to the Healthy Kids Act Nutritional Content standards, allowing 100% juices which are carbonated to be sold to students in all grade levels.
