Who decides what USDA Foods to order for the State of Iowa each year?

Answer: 

USDA offers 180 food choices for schools. Each year, the State Agency surveys all SFAs (School Food Authorities) to determine which of the 180 items they are interested in ordering. This survey directly influences what items the State Agency purchases from USDA. The items purchased by the State Agency are sent to two state warehouses and are made available to schools through six yearly orders. SFAs are allocated entitlement funds for the purchase of these foods.
