May a district use its school buses for purposes other than student transportation to attendance centers and extracurricular events?

Answer: 

Yes.

Local boards have discretion to "transport senior citizens, children, persons with disabilities, and other persons and groups, who are not otherwise entitled to free transportation." The district must charge and collect the pro rata cost of transportation. Districts may not charge more than their actual costs for such transportation because a vehicle bearing an official State of Iowa registration (such as district vehicles) may not be used "for hire." Iowa Code -- 285.1(21), 285.10(9), 321.18, 321.19, 325A.1(13).
