Is it legal for a school bus designated stop to be on a highway?

Answer: 

Yes.

Iowa Code -- 321.354(2) permits school buses to stop on a highway to pick up or discharge passengers. There is no requirement that a bus stop be the safest possible stop. If the designated stop reasonably safeguards the health and safety of children, it is irrelevant that a different location may be safer. However, there must be at least 300 feet of unobstructed vision in both directions before a highway stop may be established. See Iowa Code -- 321.372, which also describes the operational procedure that must be followed when stopping on a roadway to load or unload students.
