If the previous counselor did not do any of the state components with the students, should I at least get parents to sign the now current plan? Will we be in noncompliance during the site visit even if the mistake was made before I was here?

Answer: 

First, the district is responsible for compliance, not an individual, so you can be sited.  If you have high school students who do not have signed plans that are accessible to the site visit team, have the plans they do this year signed and document what you are doing to correct the problem.
