How does a district’s diversity plan impact open enrollment?

Five districts in Iowa have a board adopted plan to keep the balance of students in the district. Each plan specifies the percentage of students that can open enroll in and out of the district determined to balance diversity factors. A district may deny a timely filed application that would adversely impact the plan.  An appeal from a denial must be filed as an original action in the Iowa District Court for the county in which the primary business office of the district is located.  The following districts have approved voluntary diversity plans:  Davenport, Des Moines, Postville, Waterloo, and West Liberty.
