How will the Iowa Early Intervention Program appropriation be allocated?

Fifty percent of the allocation will be based on the proportion that the kindergarten through grade three enrollment of the district bears to the total enrollment in kindergarten through grade three in all Iowa public school districts. This means it will be done on a per pupil basis. The remaining 50 percent of the allocation will be based on the proportion that the number of children in grades one through three that are eligible for free or reduced price meals in the district bears to the total of all children in grades one through three that are eligible for free or reduced price meals in all Iowa public school districts. Beginning with the 2009-2010 school year, the allocation will be rolled into the state aid and will grow each year by the allowable growth determined by the legislature. It will no longer be a separate payment. Rather it will be included in the state aid payment to districts September through June.
