Does H.F. 743 have language prohibiting taking funds from other programs and replacing or supplanting those funds with Early Intervention funds?
Yes.
School districts can use the Early Intervention Program funds to supplement, not supplant, funds currently received and used by the district. For example, districts with Title I funding gaps or districts needing to replace lost Title I funding may use these funds as a supplement. Districts may not take funds from Title I programs and replace or supplant those funds with Early Intervention funds. For more information on allowed and disallowed expenditures from this categorical funding and information on supplanting, refer to Iowa Administrative Code Chapter 281--98.
