What does "reserved" funding balance mean?
It means that any unexpended funds received from these grants must be accounted for on the balance sheet as reserved. Reserved means that the funds are separated by law and can only be used for those special categorical purposes. These funds cannot be used as cash flow for the General Fund or used for any purpose other than those authorized by Code.
