What is the appropriate standard of proof in an expulsion hearing?

The appropriate standard of proof in a hearing where a student may be expelled or suspended for over 10 days is a "preponderance of the evidence." A preponderance of the evidence exists when there is enough evidence to "tip the scales of justice one way or the other." In re Bachman. 13 D.o.E. App. Dec. 363 (1997). https://www.edinfo.state.ia.us/web/appeals_float.asp?book=13&decision=363
