Only a licensed driver's education teacher or a certified behind-the-wheel instructor can teach in-car driver's education. Iowa Code section 321.178 requires a teaching license.
Furthermore, Iowa Code section 272.7 states, "A person employed as a practitioner shall hold a valid license with an endorsement for the type of service for which the person is employed." The State Board of Educational Examiners' rules pertaining to ethical responsibilities of licensed personnel state that an administrator shall not knowingly offer a position to an individual who is not properly licensed or endorsed. To do so is a violation of professional ethics. 282--IAC 12.3(4). The practitioner puts his or her license at risk if he or she accepts a position for which he or she is not properly licensed and the endorsed and/or offers a position to a person who is not properly licensed or endorsed.
