Could whole grade sharing partners negotiate beginning teacher mentoring and induction funding?

Districts would not negotiate the beginning teacher mentoring and induction funding, as such, because the Iowa Code specifies that the funding must be used for the payment to the individual mentoring the beginning teacher with any extra funding to be used for other mentoring and induction program costs. However, the whole grade sharing partners could work out the payment logistics so that the funding is paid to the appropriate mentor using funds provided to the employing district. The partner districts could also negotiate the distribution of the funding in excess of the payment required to the mentor to whichever district is managing the program and incurs program costs.
