This program consists of two subparts: the State Agency Neglected and Delinquent formula grant program and the Local Educational Agency program.
The State Agency Neglected and Delinquent program provides formula grants to SEAs for supplementary education services to help provide education continuity for children and youth in state-run juvenile and adult correctional institutions so they can make successful transitions to school or employment upon release from state institutions.
The Local Educational Agency program requires each SEA to reserve funds generated by the number of children in locally operated institutions for delinquent youth from its Title I allocation. Funds are awarded to LEAs to provide educational and support services for youth in local correctional facilities.
A written agreement must exist between an LEA and the neglected and/or delinquent facility. The LEA is also responsible for evaluating the education program operated by the facility. See documents below.
Sample Statement of Agreement - This is a sample between the LEA and a neglected or delinquent facility. LEAs may use another format for the agreement. The completed agreement should be kept on file at the LEA and reviewed each year.
Technical Assistance & Program Review - This document may be used when evaluating educational programs at the neglected or delinquent facility.
Funding for this program are part of regular Title I allocations.
